Puzzolanzement besteht aus mindestens 60 GHT Portlandzementklinker und höchstens 40 GHT natürlichem Puzzolan oder Flugasche sowie höchstens 5 GHT anderen Zementbestandteilen. Zum Begriff „Puzzolan“ siehe die Erläuterungen zu Position 2530 des HS, Abschnitt D Ziffer 7. Flugasche ist ein feines, leichtes Pulver, das bei der Kohlenstaubfeuerung als Flugstaub anfällt. Sie ist von grauer bis schwarzer Färbung.

Zu Unterpositionen 2523 21 und 2523 29: Im Sinne der Unterpositionen 2523 21 und 2523 29 bedeutet „Portlandzement“ Zement, der durch Mahlen von Zementklinkern mit der möglichen Zugabe einer kleinen Menge Calciumsulfat gewonnen wird. Es ist zu beachten, dass - Zementklinker, eine Ware der Pos. 2523 10 ist, der hauptsächlich aus Calciumsilicaten besteht. Zementklinker wird hergestellt durch Brennen bis zum teilweise Schmelzen einer standardisierten und homogenen Mischung von Stoffen, die überwiegend Kalk (CaO) und Kieselsäure (SiO2) mit geringeren Anteilen von Aluminiumoxid (Al2O3) und Eisenoxid (Fe2O3) enthalten; und - dass die Bezeichnung „Calciumsulfat“ Gips und seine Derivate und Anhydrit und andere Calciumsulfaterzeugnisse umfasst, die zur Herstellung von Zementen geeignet sind.
