Erläuterungen zum Harmonisierten System (HS) Holzwolle, auch Holzstroh oder Holzfäden genannt, besteht aus einem Gewirr dünner Bänder aus gekräuseltem Holz, die zum Unterschied von den Spänen der Pos. 4401 von gleichmäßiger Breite und Stärke und von großer Länge sind. Sie wird aus weichem Rundholz (Pappeln, Nadelhölzern usw.) auf Spezialmaschinen, die nach dem Hobelprinzip arbeiten, hergestellt; sie wird gewöhnlich in stark zusammengepressten Ballen gehandelt. Die hierher gehörende Holzwolle kann roh oder zugerichtet (gefärbt, gummiert usw.), zu groben Seilen zusammengedreht oder plattenartig zwischen zwei Lagen aus Papier eingeschichtet sein.
