Nationale Entscheidungen und Hinweise (NEH) Auf der 59. Sitzung des Ausschusses für das Harmonisierte System ist am 22. März 2017 entschieden worden, dass ein dreilagiges Erzeugnis (Verbunderzeugnis) aus einer oberen Lage aus einem Gewebe, einer mittleren Lage aus einer Kunststofffolie und einer unteren Lage aus einem Gewebe bzw. einem Gewirke (anderes als solches der Position 6001) als laminiertes Erzeugnis der Position 5903 anzusehen ist. Diese Einreihung hat unabhängig davon zu erfolgen, ob die mittlere Lage (Kunststofffolie) mit bloßem Auge wahrnehmbar ist oder auch nicht, da die Anmerkung 2 a) 1 zu Kapitel 59 auf laminierte Erzeugnisse nicht anwendbar ist.
